Phase 1 Lighting Monitoring

The monitoring data on this page reflects performance standard monitoring collected during Phase 1 dredging. Phase 1 dredging occurred from May 15, 2009 to October 26, 2009 and the data was collected from May 2009 to December 2009. EPA issued performance standards for Phase 2 dredging based on the knowledge gained during Phase 1 and input from the peer review panel. Typical Operations: Lighting levels comply with the standard

Control Level: Lighting level is above existing standard, although exceedance can be easily and immediately mitigated OR a project-related complaint is received from the public

Exceedance Level: Recorded exceedance of the lighting standard is not easily and immediately mitigated OR frequent, recurrent complaints related to project activities

Goal of the Phase 1 Standard

The performance standard for lighting requires the monitoring of light levels on a regular basis. The standard varies with the type of area – rural and suburban, urban or commercial/industrial.

The performance standard for lighting sets the following limits:

Note: a 60-watt light bulb at 25 feet produces 0.1 footcandle

How Does the Phase 1 Standard Work?

  • Regular monitoring
  • Receive, investigate and respond to complaints
  • Take action to minimize lighting
  • Reporting and notification by the cleanup team to EPA

How We Monitor

Lighting at the dewatering facilities and during dredging operations is directed toward work areas and away from neighboring properties.
